A condition assessment is an inspection method to unambiguously determine the quality of assets and thus gain clear insight into your building stock.

A condition assessment uses a method in which assets so structural elements and technical installations, are awarded a score between 1, excellent, and 6, very poor.

This method was elaborated in NEN 2767 “Condition assessment built environment” and in short has the following objectives:

  • Gives you a uniform condition score
  • Provides clarity about the shortcomings and accompanying defect parameters importance, scope and intensity
  • Offers insight into your priorities
  • Assessment and management instrument

The method was compiled in such a way that confusion is practically ruled out and it is relatively easy to obtain a qualitative assessment of the assets of your buildings and installations.

RVB BOEI 

The Dutch Central Government Real Estate Agency (RVB) has developed an integrated inspection method (BOEI). It inspects aspects relating to fire, maintenance (condition assessment), energy efficiency and sustainability and insight into legislation and regulations

A BOEI inspection is an extensive condition assessment providing you, the building’s owner, with a complete picture of the quality, costs and lifespan of your elements (assets) so that you can make policy choices.

On the basis of the standard, it will offer you:

  • A purely technical perspective to reach a qualitative judgement of the assets of your buildings and installations
  • A tool to describe the desired quality of the assets of your buildings and installations
  • A tool to contract out the maintenance of the assets of your buildings and installations and to check the maintenance work carried out
  • A tool to help draw up a multi-year maintenance plan for the assets of your buildings and installations on a purely technical basis

Having a condition assessment carried out means that you will gain objective insight into the quality of your buildings. This will allow you to gear your maintenance to this (contracting it out it if you wish) and to check the maintenance carried out, as well as determine internal maintenance policy and communicate the expectations of the users of your building(s)

How and how often should a condition assessment be updated? 

A condition assessment is carried out by means of taking stock of the elements for which you want a condition assessment carried out. Taking stock means that these elements are inspected. This is done in the form of a visual inspection, so you will not be inconvenienced by it

The inventory and results of the inspection are processed in software, thus determining a condition score per element (or per group of elements) and generating a report

The frequency with which a condition assessment should be carried out has not be determined in NEN 2767. It can be determined in an agreement, for example if you wish that one is carried out every year to check your maintenance companies. Since elements are used and will therefore be subject to wear and tear, we recommend that a condition assessment is carried out at least every three to four years
