An inspection of an electrical installation on the basis of NEN 3140 and in accordance with SCIOS scope 8 is intended to determine the occupational safety of a new or existing installation. 

SCIOS 

SCIOS is a foundation that manages a quality system for the inspection and maintenance of technical installations for the owners of installations and inspection and installation companies. The quality system has been incorporated in the SCIOS certification scheme. Amongst others the inspection company and inspector of the inspection company are audited under the scheme. This guarantees you a high-quality and certified inspection

EBI

This inspection corresponds with an initial inspection in accordance with NEN 1010 and is based on a technical document published by SCIOS.

An ISI is an inspection of both new electrical installations and those already in use to verify whether they comply with the legislation and regulations, including the Dutch Housing Act, Occupational Health and Safety Act, Environmental Management Act and the Commodities Act. The legislation is implemented amongst other things by applying NEN 1010.

Periodical Inspection (PI)

This inspection corresponds with a periodical inspection in accordance with NEN 1010 and NEN 3140 and it is also based on a technical document published by SCIOS.

A PI is an inspection of existing electrical installations to determine whether they achieve the right level of safety. Scope 8 PI uses NEN 3140 as the point of departure for the inspection of electrical installations.

The role of electrical inspections

If you want to commission your existing electrical installation safely or want to keep it safe to use and you want to have it inspected under a quality management system, then you should have a SCIOS Scope 8 inspection carried out.

 

These inspections can also be required contractually or demanded by an insurance company. 

The aim of the (periodical) inspection is to check whether the low-voltage electrical installations at least meet the technical regulations and safety standards that applied when the (part of the) installation to be inspected was built. Stock is taken of any deviations that could hinder the installation’s functioning or be a possible source of danger, so that they can be resolved and a safe installation can be achieved for the users

The Building Code prescribes NEN 1010 for newly built installations. So electrical installations in buildings must be implemented in accordance with this standard. A Scope 8 ISI is carried out to ascertain whether an installation meets these important requirements

Within the framework of the Dutch Occupational Health and Safety Act, you are obliged to ensure that your electrical installations are safe. NEN 3140 is not prescribed, but it is stipulated that if you meet the requirements of NEN 3140, you fulfil your obligation ensuing from the Occupational Health and Safety Act in this regard. With a Scope 8 PI you in any case fulfil the requirements with regard to the inspection

For both standards, you should have this inspection carried out to thoroughly check whether your electrical installation meets the safety regulations stipulated in NEN 1010 and can be used without any risk to people and the building

Having this inspection carried out by an employee of SOCOTEC means you are certain that it will be done properly within the framework of the certification scheme, professionally, expertly and with the regulations applied correctly

Both inspections are carried out by means of visual checks and measurements using a predetermined inspection plan. 
 

For a Scope 8 ISI, everything is checked. So it is a very extensive and intensive inspection of the entirety of your new electrical installations.
 

For a Scope 8 PI,  (most) installations are checked by means of spot checks. So it is a less extensive and intensive inspection of the entirety of your electrical installations than a Scope 8 ISI in accordance with NEN 1010.
 

A Scope 8 inspection (EBI and PI) is logged in the SCIOS portal, regardless of whether or not observations were made during the inspection.
If observations were made, they must be remedied within a reasonable period of time (usually three months). The way in which this is done will be assessed in mutual consultation. It might be necessary to carry out another inspection afterwards.
If no observations were made or the observations have been remedied and the repair has been assessed and approved by us, you will receive a certificate from us.
The frequency of the inspection depends on a number of factors. A risk inventory is carried out that looks at, for example, how old the installation is, what condition it is in now, what the environmental influences are and whether it is used by amateurs or experts. The answers to these questions determine whether an inspection should be carried out every year or only once every 15 years.
